About CHWA
CHWA's vision is for Coupeville's Historic Waterfront to be a welcoming destination that celebrates the past, and fosters a vibrant, thriving tomorrow. CHWA is a diverse community that grows through collaboration.
CHWA's mission is to strengthen, promote, and preserve a successful historic downtown district as a non-profit since 2006 and a certified Washington Main Street Organization since 2012.
How CHWA Works
CHWA works to ensure that the unique qualities of place, people, and cultures of the historic commercial district of Coupeville are cared for, celebrated, and continue to evolve to meet the needs of present and future generations. CHWA's ongoing place management and stewardship are essential to helping the historic commercial district of Coupeville with everything from exterior enhancement projects to mitigating climate impacts, and public realm improvements. CHWA's annual events, like Musselfest, Halloweekend, and Red Ticket generate social connections that foster community resiliency and economic investment.
CHWA was established as a 501(c)(3) in 2006, and became a certified Washington Main Street in 2012. Because of this certification, CHWA's financial spine is primarily thanks to the Main Street Tax Credit Incentive Program (MSTCIP), which allows anyone who pays B&O Tax in Washington State the ability to pay CHWA the amount of their annual B&O Tax, in return for a 75% tax credit back from the Department of Revenue (DOR) in the following year.
The Main Street Approach
As an accredited Washington Main Street Community, CHWA's organizational approach uses Main Street’s Four-Point Approach®, which drives initiatives, projects, and programs, thanks to four (4) volunteer committees: Economic Vitality, Outreach, Design, and Promotion.

CHWA works with many strategic partnerships to accomplish shared goals and leverage finite resources, including the Town of Coupeville, the Chamber of Commerce, the Port of Coupeville, Ebey's Landing National Historical Reserve, the Coupeville Schools & Coupeville Schools Foundation, the Island County Historical Museum, Historic Whidbey, the Pacific Rim Institute, SPU & Camp Casey, descendants of local Native American tribes, and district building and business owners.
